Britain and America have agreed to a major bilateral deal that will maintain zero duties on UK drug exports being sold in the American market.

Key Provisions of the Accord

Under the terms of the agreement, the UK has agreed to raise expenditure on pharmaceuticals through the public health system. This commitment guarantees that tariffs on these vital products will remain at nothing for a timeframe of three years.

This development follows recent warnings to hike duties on branded pharmaceutical imports, with potential rates mentioned as high as one hundred percent.

"This deal with the United Kingdom strengthens the worldwide climate for innovative medicines and brings much-needed equity to American-British medicine commerce," a release said.

Economic Significance

Pharmaceuticals represent one of the the United Kingdom's most significant exports to the United States, which is by far the largest buyer for large companies like GSK and AstraZeneca.

Statistics indicate that in the year to the end of September, the UK sold medicines valued at billions to the US. This figure accounted for nearly one-fifth of British export trade in that timeframe.

"This guarantee safeguards employment, increases investment and paves the way for the UK to become a worldwide center for biotech and pharma," the Business and Trade Secretary remarked.

Specific UK Commitments

The agreement entails several specific pledges from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the cost ceiling at which it deems new treatments to be unaffordable by a quarter.
  • Boosted Medicine Funding: There is a target to increase total NHS spending on treatments from 0.3 percent of GDP to 0.6 percent over the coming ten years.
  • Refund Ceiling: The percentage drug companies must pay back to the NHS to control costs will be limited at 15%. Previously, repayments were more than twenty percent.

Industry Background

This agreement comes amid a ongoing tension between the sector and the British authorities over drug pricing and NHS adoption.

This friction were intensified by claims that US consumers were charged several times more for the identical medicines than consumers in the UK and Europe.

Over the last 18 months, several large pharmaceutical investments in the UK have been halted or abandoned, while multi-billion-dollar investments have been pledged toward American operations.

One official acknowledged that the NHS needed to invest a greater share on medicines, noting that its expenditure on drugs had declined as a proportion of its resources over the past decade.
