Sheff Wed Faces Serious Challenges, States New Football Authority

'Our role is integral to football's future' - football oversight chief the regulator's chair

The Championship club's persistent issues represent a a "serious issue" and the football regulator is seeking powers to look into club affairs in comparable cases, the newly appointed chairman the regulator has stated.

Through a comprehensive talk, the regulator, who was appointed on Monday, showed understanding towards the club's followers.

Kogan met with four supporters' associations representing the Championship side recently.

The Championship side have been struggling on and off the field in the current year, with the club failing to pay players on time on several different times, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the iconic names for the English game and this week we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases referred to us if they need to be investigated and acted upon."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner the current owner suggested earlier this year he would be prepared to relinquish control at their home ground, but he has failed to complete a sale with prospective buyers.

Missed wage deadlines on time in spring months resulted in restrictions being imposed by the football authorities in summer, blocking the team from conducting any player acquisitions for the next three transfer windows, although the ban was rescinded in late summer.

Regulator's Perspective

The chairman stated: "Our role exists to serve the fans of Sheffield Wednesday, Bury or any football club where supporters are loyal to a community organization that has existed throughout their lifetimes in multiple situations.

"I completely understand the club's situation, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the supporters."

Inquired if the regulator could force an proprietor to divest a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and understand the situation, we will."

But Kogan stressed that forcing owners to sell clubs would be treated as a "last resort" and the regulator would prefer to collaborate with owners.

"Our least desirable course of action is start getting involved with an individual club, an individual owner, without being in a position to cooperate with that chairman to fix the problems affecting the organization and the chairman's encountering," Kogan said.

"But the truth is, when you look back over the history of the sport, over the recent generations there have been certain proprietors, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to detail the scope of the authority recently and maintained it represented a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made might evaporate incredibly quickly," the regulator warned.

"Such an outcome is universally undesirable in the realm of domestic football is a major achievement - we must maintain momentum.

"There's an enormous amount of money flowing into the game and has come into football for the recent generations, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Premier League Concerns

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I completely endorse the success and growth as an commercial operation of the Premier League.

"I of all people understand the worry about compromising the Premier League as a premium product of this country. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been telling us in private they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "full inquiry" by the official appointments authority after he disclosed making donations to the political party in 2020.

The chairman donated money to Culture Secretary Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," the regulator explained.

"I currently have no participation in any form of political activity."
