American lawmakers are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to diminish as Republican senators proposed a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.
Deepening Consequences of Federal Closure
The effect on US citizens from the longest closure of the federal government in history worsened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Proposal from Florida Resort
As weekend session got started, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Several Republican senators welcomed the proposal, which is similar to a alternative for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is truly better for the patient," one senator stated.
Another senator commended Trump's proposal on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Opposition Response
Democratic senators expressed concerned reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by the public and Congress."
Another senator responded to the censure of carriers by writing: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Really? Then I welcome your support for universal healthcare."
Continuing Negotiations
The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a handful of moderate Democrats to terminate the shutdown in exchange for a future vote on the Obamacare subsidies.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "require another way ahead" after Republicans turned down an offer to restart the government and extend the subsidies for a year.
Another leading Democratic senator persisted in arguing that Republicans should accept a one-year extension of the payments before negotiating the long-term of the subsidies.
"Inaction is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."
Political Dynamics
None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the backing of eight Democrats to restart the government, and the concept of repealing and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.
Several observers suggested that the core of such a plan would eliminate the ACA's requirement that carriers cover individuals with existing health issues.
After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
