English Councils Intend to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a latest survey of municipal councils, English councils are preparing to offload community centers, sports centres, and retail spaces as they rely on a fire sale of properties to balance the books.

Increasing Financial Pressures Prompt Asset Sales

A coalition of councils for major urban areas in England stated that 60% of local authorities are intending to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and land to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a significant number of councils seeking to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and utilising savings to weather growing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in Kent announced its property management strategy featured the disposal of a shopping centre in a local town and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be sold under the strategy.

Council Tax Increases and Wider Financial Strains

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to increase council taxes next spring to cover the rising cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these take time to achieve both better provisions and financial savings,” said Vince Maple.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently also found local finances being stretched by the growing number of young people and adults needing Send support.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Government officials have put off scheduled changes to the Send system until the coming year after a policy document setting out those changes has been postponed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (IMD) for English councils, several key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns place in the most deprived 30 nationally under the 2025 deprivation indices,” noted the report.

“While only a single urban area is among the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The data underscores the extent of challenges confronting municipal officials across major urban centers in the coming year,” the analysis concluded.

“Council officials have been explicit about the necessity for a equitable and lasting financial structure that reflects and responds to the actual extent of disadvantage and demand,” stated Michael Mordey.

“Without this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the study revealed.
